Stay on Direct Observation Rule Change
- The U.S. Court of Appeal for the D.C. Circuit has temporarily delayed the November 1st Direct Observation (DO) requirement for DOT return-to-duty and follow-up tests. This is an “administrative stay” until the Court completes its review on the matter.

"The NDI team does what it says it will do. We originally began to work with NDI to implement a substance abuse testing program in 1995. Within 2 1/2 years, we saw a significant decrease in accidents and turnover in our driver population. Given the high costs associated with recruiting and hiring new drivers, these were significant cost savings. Three years later, we instituted a medical surveillance program because we saw the opportunity to create further efficiencies and have never looked back. Today, we maintain both programs with NDI."
